SUMMARY:
The Spokane Tribe of Indians Tribal 477 Program promotes and supports Tribal children and their families reaching their full potential of becoming healthy, productive, and self-sufficient. This is done is in a way that protects and benefits the Tribal children, respects, and preserves their culture, values, and traditions, gives families access as well as input into the full range of programs and services to promote their self-esteem, independence, self-sufficiency and their educational experiences.
The Pauline Stearns Early Learning Center provides a safe and developmentally appropriate environment that is culturally relevant to children and families who reside, work, or attend school on the Spokane Indian Reservation. The primary emphasis of the program is to provide Early Childhood learning in an educational setting. The Early Learning Center promotes competence in our children, parent alliances, community collaboration and proficiency in our staff.
- Any and all active investigations resulting in removal of any minor child under custody/guardianship of employee will result in immediate suspension. Following completion of active investigation, any findings of child abuse or neglect will result in immediate termination of employment.
- Employee is required to disclose any active investigations of crimes listed on the Secretary’s List of Crimes and Negative Actions (WAC 110-06-0120) during the interview/hiring process and throughout term of employment.
MAJOR DUTIES AND RESPONSIBILITIES:
- Directly supervise Maintenance, Security, and Housekeeping roles; retains supervisory control in the absence of all other management staff.
- Determine if children have regular medical and dental providers, and dates of last visits.
- Determine children’s medical, dental, nutritional, or mental health needs, including immunization status, current medications, allergies, and life-threatening conditions; and provide support to ensure their health care needs are met.
- Reviews all child files to ensure current and up-to-date health and education records are maintained.
- Create an Individual Care Plan, if needed.
- Ensures necessary forms, documentation and paperwork are completed in a timely manner and submitted to the appropriate funding agency.
- Work with parents to ensure that children who have not had a dental exam within the last six months receive dental resources and information on the importance of dental care.
- Access health information on topics of parent interest.
- Develop and plan classroom activities in areas of health, dental and safety.
- Coordinate with FSA/Education Manger in planning health education events for parents.
- Conducts daily health checks and weekly head checks; provides parent support as needed.
- Determines child’s exclusion status and relays information to program manager and parent.
- Respond appropriately to crisis or emergency situations that may occur—to include providing minor first aid, communicating with parents, and coordinating care.
- Regularly monitor the classroom environment to ensure health and safety guidelines are maintained; and ADA requirements are met.
- Assist with responding to the COVID 19 Pandemic- to include writing, revising, and implementing policy.
- Monitor and re-stock First Aid kits in classrooms and public spaces to ensure compliance with licensing guidelines.
- Acts as an advocate for parents and children with special needs and provides resources.
- Coordinate training for staff. May include: Bloodborne Pathogens, CPR/First Aid, Emergency Care Plans, medication administration, and other health and disability topic training is needed based on program evaluation.
- Assist in collaboration with school districts, Tribal programs, and local health district offices.
- Actively work in the classrooms with teachers and students assisting with observations, assessing needs and filling in as needed.
- Provides back up to Special needs one-on-one teaching staff.
- Ensure children with an IFSP/IEP have all proper documentation on file.
- Ensures all IFSP/IEP goals are maintained and regularly evaluated.
- Report cases of child abuse and neglect by serving as a mandated reporter.
- Ensure all staff immunizations and required physical examinations are current and up to date.
- Assist with the daily sanitizing/cleaning of the PSELC building as required.
KNOWLEDGE SKILLS AND ABILITIES:
- Excellent written and verbal communication skills with both children and adults.
- Ability to handle conflict, complaints, and disputes.
- Ability and willingness to maintain absolute confidentiality of sensitive information.
- Ability to maintain organized and accurate records.
- The ability to continue educational growth in order to maintain current best practices throughout the Early Childhood field.
- Demonstrated ability to relate well to, and coordinate with the population served, especially low-income Spokane Indian Reservation population and surrounding areas.
- Knowledge of special education, child development, health, safety, and nutrition practices preferred; willingness to learn required.
- Knowledge and direct experience of working with children of identified special needs and knowledge of Americans with Disabilities Act.
- High level of patience and empathy in working with children, especially those with disabilities and special needs.
- Possess skills adequate to serve children with disabilities and work with parents (including coordination with other program components and community agencies).
- Contribute to the PSELC team in a positive and productive manner with reliability, patience, and consistency.

MINIMUM QUALIFICATIONS:
- Must be 21 years of age or older
- Experience working with Native American clientele required; experience working with other minority groups preferred.
- Associate degree in the field of public health, nursing, health education, maternal and child health, health administration or equivalent; OR have completed a certificate in a health-related field of study (examples: CNA, Medical Assistant, Health Education, EMT, Patient Care Technician, etc.). Willing to update certificates to bring current within the probation period. Must be willing to obtain additional education and/or training pertaining to Child Development or Special Education.
- OR an Associate degree in Early Childhood Education, Special Education, or minimum 30 college quarter credits in child development or and willingness to enter into an educational agreement to complete an Associate degree within 4 years of hire date. Must be willing to obtain additional education and/or training pertaining to public health, nursing health, education, patient care, or medical assistance
- Successful clearance of initial criminal history and background inquiry—Tribal, State and Federal—also required to obtain portable background check through Washington State Department of Children Youth and Families prior to first date of employment and renew every three years. Must maintain ability to retain clearance at all times, additional checks will be utilized to determine retention.
- Successful clearance of National Child Abuse Registry and Neglect Data System. Additional checks will be utilized to determine retention.
- Ability to lift and maneuver small children on an ongoing basis and the necessary physical dexterity to work with small children 30-50 lbs. on average (bending, stooping, kneeling, crawling, lifting, etc.).
- Submit to bi-annual physical evaluation to assess ability to meet physical demands of position
- Current and up-to-date immunizations including a current TB skin test, MMR vaccine, annual influenza vaccine, Tdap in lieu of Tetanus vaccine (preferred), Hepatitis B vaccination, and COVID-19 vaccination (preferred).
CERTIFICATIONS REQUIRED:
- Must obtain the following certificates and licenses within the probationary term of employment:
- Blood Borne Pathogens Certificate
- First Aid and CPR Certification Infant and Child
- Food Handlers Permit
- Initial Basic STARS 30-Hour Training preferred
- OR ability to complete training within one month of hire date.
- Twenty (20) hours of Basic STARS training credit per year in a related field required beginning with the second calendar year of employment..
PREFERRED QUALIFICATIONS:
- Familiarity with Minimum Licensing Requirements per Washington Administrative Code.
- Understanding of Early Childhood Developmental Stages and appropriate preschool practices
