Department Objectives
To support the Spokane Tribe’s commitment to education, the Tribe’s objectives in regard to education is to provide financial assistance and student services to eligible Spokane Tribal Members who wish to further their education by attending institutions of higher learning or vocational training, and to acknowledge college level students based on academic achievement. The Spokane Tribe Education Department consists of the Higher Education, Adult Vocational Training, General Education Development (GED), and Johnson O’Malley (JOM) Programs.
Please contact the local school district in regard to K-12th grade information as the local school district is separate from the Spokane Tribe Education Department and is not a Tribal Program.

Spokane Tribe Education Department Programs
Higher Education
The Spokane Tribe Higher Education Program assists Spokane Tribal Members in acquiring their Associate of Arts Degree, Bachelors Degree or Masters Degree in their chosen field of study. Recipients can attend classes part time or full time. Services may include assistance with tuition and fees, books and mandatory supplies, and a monthly living stipend. Online applications can be requested through the portal.
The Spokane Tribe Higher Education Program does not fully defray the entire cost of education support and requires the student and parents to financially contribute. Additionally, the Spokane Tribe tuition assistance portion comes into play after the student has fully utilized all other sources of financial aid, including State Aid, Grants, and Scholarships, as listed in the Spokane Tribe Education Policies & Procedures Manual and is awarded based on established Financial Need as established by the Department of Education based off of the information that is provided on a Free Application for Federal Student Aid.
STUDENT RESPONSIBILITIES
As listed in Policy manual 12/16/14*
- Provide college transcripts with a cumulative grade point average of 2.0 on a 4.0 grading scale. Full-time students must earn a minimum of 12 credits per term with at least a 2.0 GPA. Part time and Graduate students must maintain at least a 2.0 GPA
- Maintain satisfactory eligibility for financial aid
Failure to maintain a grade point average of 2.0 may result in the student being placed on probation and or suspension - Full-time employees (30 hours per week or greater) are eligible for financial assistance of tuition and books only. However, they must:
- Exhaust all departmental resources (must be work related)
- Submit all requested documentation
- Meet the dates and deadlines of the program
- Part time employees (29 hours per week or less):
- Must submit documentation from Human Resources verifying employment status
- Request and submit letter from direct supervisor stating employment status
- Meet dates and deadlines of the program
- Provide official documents and any further documentation as requested
- Comply with all program requirements
Entering Freshman/New Student Requirements
As listed in Policy manual 12/16/14*
You are considered a “new” student if you have never received higher education funding for a 2-year (AA/AAS) or a 4-year degree (BA/BAS) or a Graduate degree through the Spokane Tribe Education Department, or it has been 3 + years since you’ve been in the program.
- Complete application and return by deadline
- Copy of Student Aid Report SAR for current year applying (fafsa.ed.gov)
- Copy of Certificate of Indian Blood (CIB), Enrollment Card, Official verification
- Copy of Social Security Card
- High school diploma/Transcripts or GED, whichever is applicable
- Copy of class registration/schedule
- Documentation of application for two outside scholarships
- Acknowledgement form for policies and procedures (see application)
- Copy of college acceptance letter
- Letter of intent outlining educational and career goals
- Release of information
- Copy of proof of Freshman Orientation (as applicable)
- Complete Financial Needs Analysis
- Employment Verification Form
- Complete FERPA through attending institution
Returning Student Requirements
As listed in Policy manual 12/16/14*
You are considered returning if you have received assistance from the Spokane Tribe within 3 years of your application date. Some applicants may vary and need updated documentation. Please contact the STOI Education Department staff for more information.

Adult Vocational Training
The Spokane Tribe Adult Vocational Training Program provides assistance with the associated costs in attending an accredited vocational technical institution to gain the skills and training necessary to secure employment. Students who attend an Adult Vocational Training program may receive a variety of training in areas such as carpentry, lineman, beauty education.
ELIGIBILITY REQUIREMENTS
- Be an enrolled Spokane Tribal member
- Must obtain certification at end of program
- Long-term program: 11-24 months
- Students enrolled in a long-term AVT program may receive one-time assistance in the program with the exception of Tribal Language Certification
- Short-term program: 0-10 months
- Students enrolled in a short-term AVT program may receive one-time assistance in the program with the exception of Tribal Language Certification
- Programs are not to exceed 24 months, with exception of Nursing

477 Internship Program
The 477 Internship Program provides assistance to empower students to pursue their chosen career path while attending a higher education institution or hands-on adult vocational training. The Internship Program assists them in developing the skills, knowledge and career readiness needed to succeed once they complete their degree and enter the workforce.
ELIGIBILITY REQUIREMENTS
- Be a member of a Federally Recognized Tribe OR 1st line descendent of a Federally Recognized Tribe (excluding Kalispel Tribal Members due to funding restrictions)
- Must be considered a Junior or Senior, or enrolled in a hands-on AVT program
- Must have a Declared Major and/or Minor, or enrolled in a hands-on AVT program
- Must have and maintain a 2.0 term and cumulative GPA
- Must pass a pre-employment drug test subject to place of Internship requirements
- Be enrolled and officially admitted in a four (4) year accredited college, or in a hands-on AVT program
STUDENT STATUS
- To be an Eligible Student, a person must meet at least one of the following:
- Be enrolled as a full time or part time student and provide documentation of status enrollment at the time application is submitted, or Unofficial Transcripts have been provided.
- Class registration must include name of student, name of Educational Institution, name of class, credits attempted per class, in addition to total number of credits attempted per term.
PLACEMENT OF INTERNSHIP
- The position and placement of Internship must not be remote work.
- Eligible student must seek a position and placement of Internship that directly relates to their major and/or minor, or hands-on AVT program.
- If it is discovered that the student’s position and placement of Internship is remote work, the student will be ineligible for further funding until proper position and placement is secured.
- Student is responsible for submitting timesheets directly to the Department
- Student’s direct supervisor is required to fill out and sign time sheet.
- If a student is enrolled in the Internship program, they will not be paid for hours worked that are over 29 hours or scheduled Tribal, Federal or place of Internship holidays.
- Timesheets are required to be submitted bi-weekly, no later than Wednesday at 12 p.m. of the Tribe’s off-payday schedule. Communication is a priority in these instances.
- Corrections to timesheets are required to be submitted no later than the following Monday at 10 a.m.
- Late time sheets will result in a delay in funding.
- Student must follow all place of Internship policies and procedures, rules and regulations.
- Student must submit all required information upon request within 10 Working Days, or student will be ineligible for further funding.
- Submit all required information requested by the Education Institution of your choice, on your own.
- Confirm to the Education Department acceptance or refusal of admission to your choice of Education Institution.
- Summer Term Assistance is subject to Availability of Funds and will only be awarded to students who are mandated to attend Summer term as per their individual program requirements.
- Student must submit final grades and upcoming registration within 10 regular days from their post date, or by the 30th of the month that they were posted.
- Student must understand that the Department is not responsible for submitting your documentation
- Applicants are responsible for finding their own internship opportunity and it must be directly related to their declared major and/or minor, or hands-on AVT program.

Johnson O’ Malley (JOM)
The Spokane Tribe Johnson O’Malley Program assists students ages 3 (Preschool) through 12th grade in local schools districts Wellpinit, Mary Walker, and Reardan. If your child attends a school other than these three listed school districts, you will need to call your child’s school to determine your JOM distribution site.
The Spokane Tribe Johnson O’Malley Program does not fully defray the entire cost of education support and requires the student and parents to financially contribute. Additionally, JOM funds come into play after the student has fully utilized all other sources of financial aid, including all forms of State aid and Pub. L. 874 payments. This includes Temporary Assistance for Needy Families (TANF) funds.
Funding made available are for purchasing necessary items for students involved in academic or school related extra curricular activities.
ELIGIBILITY REQUIREMENTS
- Ages 3 (Preschool) through 12th grade and enrolled in one of the participating public schools
- Is a member or at least 1/4th degree Indian blood descendant of a member of an Indian Tribe
- Completed and returned current year JOM application
- Certified letter of Tribal Affiliation or copy of Certificate of Indian Blood (CIB)
- Completed and returned JOM School Verification Form for current school year
Student eligibility is based on P.L 99-228
WHAT IS THE JOHNSON O’MALLEY ACT?
The Johnson O’Malley (JOM) Act, passed in 1934, has been amended various times, but its main objective remains the same- to ensure that Indian
children receive the educational opportunities that would/may not otherwise be provided. The JOM’s program’s basic purpose is to provide supplementary financial assistance to meet the unique and specialized education needs of Indian children and are not intended to take the place of Federal, State, or local funds. JOM is a supplementary aid program geared to offset the financial deficit of unmet extraordinary, and exceptional cases of need. The regulations listed within the National JOM Handbook were written to ensure the maximum participation of Indian parents in the development of programs for eligible Indian students.
HOW DOES THE JOM PROGRAM WORK?
To receive contract funds, a state, school district, or Indian tribe (in this case the Spokane Tribe), or Indian corporation may contact with the Bureau of Indian Affairs (see section 77.11, Rules and Regulations as listed in the JOM Handbook). Broad general regulations outline the requirements for the contract, allowing the programs to be developed to meet the local needs and differences. JOM programs have been operated since 1995 under student count freeze and since no new JOM programs have been awarded funds.
