INTRODUCTION:

Administrates the licensing of gaming and non-gaming applicants in accordance with the Spokane Tribal Gaming Code (Code), Tribal – State Class III Gaming Compact (Compact), Indian Gaming Regulatory Act (IGRA) and all Licensing Regulatory Procedures adopted by and implemented by the Spokane Tribal Gaming Commission. This employee will also be responsible for completing extensive background investigations on new hires at the Spokane Tribal Gaming facilities for approval or denial of gaming licenses. Assists the Investigator with conducting investigations of all criminal acts that occur in the gaming industry within the Spokane Tribe’s jurisdiction.

 

MAJOR DUTIES AND RESPONSIBILITIES:

  • Required to monitor background information to ensure time lines are in compliance with all Tribal, State and Federal regulations as it relates to licensing of individuals within the Tribal Gaming Operations.
  • Maintain a system to collect license fee from individuals, facilities and vendors. Monitor expiration dates and follow established procedures for license renewals in a timely manner.
  • Audits all licenses and works with facility personnel to ensure proper license classification in relation to individual employee’s duties and responsibilities.
  • Will be the primary custodian of all applications and files and must ensure access and confidentiality procedures are upheld at all times. Will be responsible for continuous review and modification of all licensing documents and to ensure compliance with all laws, codes, ordinances and regulations.
  • Assists Enforcement Division in conforming to Tribal, State and Federal laws in regard to licensing gaming employees, non-gaming employees, facilities, vendors or persons involved with Spokane Tribal Gaming.
  • Coordinate all licensing information with the Investigative Department. Interviews each applicant to investigate material variance with applicant.
  • Corresponds with Investigator, Enforcement Division Director, Gaming Commission and Applicant on matters pertaining to hearings, denials and/or appeals.
  • Maintain all required paperwork in each applicant’s file and provide concise, accurate and up-to-date reports.
  • Establish and/or maintain all necessary computer records and files.
  • Prepare memorandums and necessary reports to Investigator.
  • Communicates with licensees on matters involving the interpretation and application of pertinent laws. Rules, regulations and enforcement divisions’ policies.
  • All other related duties as required by the Investigator and/or Director of the Enforcement Division.
  • Examines and correlates historical and current background information about an applicant to determine the applicant’s suitability to be licensed or associated with gaming;
  • Examines and evaluates personal and business financial records (e.g., checking account statements and cancelled checks, deposit records, tax returns, real estate documents, banking records, ledger accounts, etc.) to determine source, adequacy and suitability of funds when applicable.
  • Assists the Investigator with thorough investigations on all suspected criminal activities as it pertains to the gaming industry and other related criminal activities that occur within the gaming establishments on the lands pertaining to the Spokane Tribe.

 

KNOWLEDGE AND SKILLS REQUIRED FOR POSITION:

  • Knowledge of the Indian Gaming Regulatory Act, Spokane Tribal Gaming Commission’s Licensing Regulations and Procedures, Spokane Tribal Gaming Code, Spokane Tribe – Washington State Class III Gaming Compact as well as all adopted Tribal, State and Federal regulations as it pertains to Class II and III Gaming Operations that are regulated by the Spokane Tribal Gaming Commission – Enforcement Division.
  • Must pass a background investigation that is at minimum the criteria of those of a Casino Gaming Employee.
  • This position requires frequent contact with applicants as well as gaming operations. Applicants must have exceptional inter-personal communication skills.
  • Must at all times be determined eligible for this position by the Gaming Commission which may include submitting to a periodic background investigation conducted throughout your employment under the Gaming Commission’s Enforcement Division.
  • Must be proficient in the use of computers, including but not limited to, Word, Excel, various database programs, scanners, printers, digital cameras and ability to tie all these programs together as it relates to the Licensing Division of the Gaming Commission’s Enforcement Division.
  • Intra-departmental communications, both written, verbal and through internet, is a must, therefore, it is essential that the individual appointed this position excels in these forms of communication and can clearly communicate with Tribal, State and Federal regulatory authorizes that deal with this department.
  • Must be self-motivated and able to perform duties and responsibilities without continuous supervision.

 

MINIMUM QUALIFICATIONS:

  • Must have a High School Diploma or equivalent.
  • Two years experience or higher education in office related skills including communication, report and letter writing, accounting, etc., required.
  • Must have a valid Washington State Drivers License, good driving record and be tribally insurable. This position may be required to operate tribally owned vehicles to travel to gaming operations regulated by this department.

 

PREFERRED QUALIFICATIONS:

  • Minimum of two years experience in investigative responsibilities, preferably in the gaming industry or employment backgrounds.
  • Gaming experience is preferred for this position.
  • Gaming Regulatory experience is preferred and will be highly considered for hiring, depending on experience identified in the application, resume, if provided and during oral interview, if selected.
