INTRODUCTION:
The Spokane Tribe of Indians Tribal TANF/477 Program is to promote and support Tribal Youth and their families in reaching their full potential in becoming healthy, productive and self-sufficient. This will be offered in a way that protects and benefits the Tribal children, respects and preserves their culture, values and traditions, gives families access as well as input into the full range of programs and services to promote their self esteem, independence and self sufficiency.
The Youth Employment Services Coordinator will oversee a full range of youth employment and employment educational components to E&T consumers on the Spokane Indian Reservation and Reservation service area. The coordinator will facilitate the coordination of services between youth and customers and build collaborative community relationships.
MAJOR DUTIES AND RESPONSIBILITIES:

Develop and implement policies and procedures to carry out the youth employment services program for the Spokane Tribal E&T program.

Builds collaborative community relationships with agencies and organizations for the delivery of employment and employment educational components to youth.

Speaks to schools and community groups for effective facilitation of services, and public relations.

To assist in improving year round youth employment services; continue the summer youth employment program;
-
May supervise youth staff and WEX employees.

Support youth employment and employment educational activities through support services;
-
Reviews and evaluates the youth employment program for effectiveness and makes recommendations for improvements.

Oversees program expenditures according to established budgets to provide adequate service to youth consumers.

Assists with program strategic planning; tests new approaches to effective service delivery.

Arranges and oversees recruitment, hiring, placement, orientations and employment related activities for youth;

Ensures youth job retention through monitoring and reviewing progress with employers;

Ensures Spokane Tribal Policies and Procedures are adhered too.

Responsible for the safety of individuals involved in employment activities;

Assist in developing and implementing Youth Enterprises; including but not limited to:

Cost analysis of each enterprise
-
Development of business plans of each enterprise

Start up of each enterprise,
-
Operations of each enterprise, includes FTE personnel development

Assist in developing and implementing the employment educational components;

Ability to work independently is self directing and motivated;
-
Will require CPR and First-Aid Certification;

Must be willing to travel in order to meet the needs of the TANF/477 Program.

This job may require irregular work hours to accommodate program schedules and operating needs and may require evening and weekend work.

Works collaboratively with all Youth Program Staff.

Performs other work related activities and duties as required
KNOWLEDGE REQUIRED FOR THE POSITION:
-
Knowledge of Public assistance laws, rules, regulations, service programs and youth programs.
-
Knowledge of general office procedures, practices and computer applications.
-
Skill in handling conflict, complaints and disputes.
-
Knowledge of community programs providing youth services.
-
Knowledge of culture and traditions of Native Americans.
-
Skill in monitoring activities and scheduling.
-
Ability to compose service contracts with agencies, programs and contractors.
-
Skill in research and data collection.
-
Skill in managing activities and facilitating meetings.
-
Ability to submit reports in a timely fashion.
-
Ability to establish positive communication among co-workers, Tribal staff, public and private agencies in serving the customers.

Ability to make independent conclusions and decisions.
-
Ability to practice tact, courtesy and discretion.
-
Ability to work flexible hours.
SPECIAL CERTIFICATIONS REQUIRED:
-
Valid State Driver’s license, good driving record for insurance purposes and reliable transportation.

Must currently have and must maintain a reputable standing in the community.
-
Federal background check is mandatory.
EDUCATION and/or EXPERIENCE REQUIRED:
-
Must have High School Diploma or Equivalent.
-
A two year degree (AA or AAS) required, a Bachelors degree in related field is preferred.
-
Additional consideration will be given for extended education in fields associated with the Youth or Youth related activities/prevention/wellness.
-
One (1) year experience working with youth programs, school programs, or as a coach, tutor or Mentor of Youth.
-
Previous experience working with Native American Youth, and understanding of their cultural needs preferred.
